One restriction was the factory limited 14 psi boost. Even with crappy 91 octane, 17-18 psi does not cause knock with a well tuned motor. So I would say those published HP numbers were well understated. Insurance companies never like turbocharged anything and maybe the under-rated hp save some owners from higher premiums.
The 86-87 GN's and GNX's were the fastest US production cars of their day. One rumor is GM made Buick stop production because their flagship Corvette's performance paled in comparison.
