I believe it is locked to the VIN. On my 2000 VW programming the Immo required the VIN and workshop code (dealership code). Once those were entered into the computer a secret key code (SKC) was generated. This is what was required to program the Immo. These days the dealer doesn't see the SKC anymore, it's all done through the computer so the tech can't give out the information to be used with third party software. Not sure if Porsche uses this method but I'm betting it's something along these lines.
