i do alot of performance work and we run across this issue alot. You could gut the cat, and buy an o2 simulator for the secondary o2, they are about 50 bucks, also another cheap fix that works on most cars is to buy some smark plug anti-foulers and drill it out so the o2 fits in, the o2 recieves less air flow/heat from the exhaust so it thinks theres less emissions, sometimes they work sometimes they don't, but they're like 7 bucks from your local parts place, so they're worth a try.
