What type of cam are you trying to time on exactly what type of engine? Camgrinder is right, normally the timing is set with the valves at 0.004" = 0.1 mm lash, but some cams have different specs.
Whatever, your timing will be much more accurate if you use a degree disk and properly set it to TDC. Those pulley marks can lie.
