You could connect the fan directly to the battery to see if its working. BUT BE CAREFUL! IF YOU DON'T KNOW HOW TO DO THIS SAFELY, DON'T DO IT!
You should also look at the fan relay. Try removing it, cleaning the connectors, and replacing it.
