If you use a "big name" company like Terminix, you are paying for the brand and a certain amount "insurance" that you probably did not get from the local guy. If a year from now the purchasers find active termites and they go to the local guy who issued the certificate, they might find that he's out of the business. Not the same situation if you had used Terminix.
The local guy was "enough" for your situation -- to get the certificate to complete the sale, but if you were the buyer, you might have wanted what Terminix was offering.
The difference in price isn't one of being "ripped off" -- it is a difference in the product.

The ripoff is that the situation did not require the Terminix `product` because the termites were not active to start with. I am not discussing the quality of their treatment, rather their judgement and honesty. Calling them active to scare us in buying the high cost treatment when it was unnecessary.
