We have and 8 hour rule up here for ATC. But, we are still resposible (legally) under the priveledge of our liscence to not report for duty if we are not medically fit. So you could meet the 8 hour rule but still be intoxicated and therefore would be breaking the law if you reported for duty.

I remember seeing pics on the internet of a America West 737 cockpit that had beer taps for throttles, it was a funny pic at the time............
