From the picture its appears that the rubber has disengaded from its holders. There are slots in the back of the rubber that engage little brackets, maybe 5or6 acrossthe bumper. Sometimes you can encourage the rubber back on the clips or unscrew the clip, put the rubber back on the clips and screw the clips back on the bumper. This problem occurs when the rubber get old and shrinks and pulls away from the clips or some one bumps your bumper slightly crushing the rubber and alowing the rubber to pop out of the clips. What ever it is its an easy fix.
