The reality is a little uglier and more painful. I heard the reason hovercraft were unofficially banned from Dodge Park NO. 6 in Michigan was some guy did exactly what you described. Needless to say the chicks in bikini tops wanted to kill the guy after being pelted by a spray of sand (and water). Imagine taking a sand blaster to your face, ouch!
