Telltale sign is the car has been advertised for a month. 10.5K could be a great price if the car is what you think it is. In the current market, if that car was exactly as described (never mind the definition of "good mechanical condition", etc.) it would be long gone--unless the guy is so remote that no one has come to look. Certainly a flipper would have bought it.

Definitely, a PPI. No one has even mentioned RUST yet. You need to have complete confidence in the person doing the PPI, talking over beforehand what will be looked at. Nothing takes the place of a personal look, however, and looking where you want to look, and having an expert check the mechanicals. No history is a strong warning, not of fraud but of being skeptical of all claims and taking nothing for granted. If you don't want to make the effort to personally see and inspect and get a pro to go over the car, then it's a crap shoot.
