I had the same handle problems. you should put it apart, oil it and then put it back and adjust it so it opens as smooth as it should.
the heater problem could be disconnected hot/cold knob..
for the tach problem you should take it out and first check the back of it and the connectors. The problem could be the corroded ground pins. I read somewhwere that cleaning of these pins sometimes solves strange instrument problems. if that doensn`t help, get another cluster.
