Not the majority.
But, as in everything, the bad ones stand out far more then the good ones.
I have had dealings with a phd metallurgist / university professor who fits your description to a tee. He also has moonlighted some consulting for NASA and other government agencies.
He is the living, breathing poster boy for the proverbial $5000 toilet seat. I cringe to think of the tax payers money he has flushed. He is a foreign born resident who claims to not even like America but does brag about how easy it is to take money from the government.
Writing this has now ruined my evening.
