English parakeet is another name for the Melopsittacus undulatus, or the good 'ol Budgerigar.

A quote from one of my bird books

"Though Budgerigars are often called Parakeets, especially in American English"

Does he talk? Generally the domestic bred birds are larger then wild ones, sometimes by quite a margin, with respect to their overall size.
