The happy ending...
My 2005 C2 successfully passed its federal and provincial inspections yesterday.
The imperial/metric speedo/odo change was a simple case of selecting the preferred user setting in the computer menu.
I was a bit alarmed because PCNA, in the recall clearance letter it provided me, stated that the instrument cluster needed to be changed to the Canadian version.
However, the digital speedometer readout was good enough for the Crappy Tire inspectors.
