Rebuilt in what sense? Why would one put holes on the case to attach these?

Actually, I just went back and looked at these with a magnifying glass... these silver discs are glued on here. They may be capping holes or something underneath...wonder if I should try to pop one off??

Anyone know about the red paint to hi-lite the number 20 stamped into the case?
