The fine line between "ordering", "signing off" and "managing" can be debated - I can't find the documentation to make my own determination, and that is frustrating. And it's frustrating that the mass media has not covered this topic very well.

I almost hate to wade into this discussion. Even though the USSR has crumbled, Russia still screws with us on a regular basis. We do the same to them. We have planes sitting in Alaska that do nothing but play with Russian planes. It's so routine and has been going on for so long, I rather doubt the details ever make it back to Washington.
It has nothing to do with 9/11.
