Well, glad to have helped solve the mystery. The full mark should be that ring at the 11" mark. The finger loop end looks a little cruder than I remember them being, like maybe someone's repaired that one once. The finger loop should have been a little thicker so that it would act as a stop against the tube. Maybe once you establish exact oil level you might braze washer stop on the end.
