In Florida people with cancers, broken legs, or recovering from injuries can apply for a temporary (red) handicapped parking sign. They're good for 3 months, 6 months or 1 year and cannot be renewed.
Nowadays if you want a handicapped placard you somply hire a bum for $20 to steal one out of someones car.
