It seems like a fun car, especially if you want to drive the crap out of it. If you're thinking about going to the track , you don't want nice paint anyway. If you're thinking about going to the track, interior schminterior.
However, I too agree that 13.5 is a little optimistic. Even though the motor is reasonably fresh, you don't know if the guy who built it is a fantastic mechanic or a beginner. You just never know.
If you want a more original car, for 10-15k you can get a nice SC and put the exhaust bits on it and have better brakes and have a zillion cars to pick from.
