This is video from a subdivision in Chalmette, LA, not far from downtown New Orleans. From the accent, don't think you are listening to someone from Brooklyn, NY. Chalmette is where Andrew Jackson beat the British during the war of 1812 -- actually the battle was after the war was over but this area had not "gotten the word".
Chalmette in St. Bernard Parish is a (was a) very "close" town where seldom did any native leave to live anywhere else. The population was mostly Catholic and Italian. Much of the greater New Orleans area looked like this. The City Park area and most of Lakeview had water to the roofs.
The National news seems to have focused only on the "9th Ward" and "New Orleans East". The devastation was enormous.
