Looking at the pictures I guess the 'frame' is carbon fiber, and that might a touch difficult to use the regular cut & weld procedure. My guess is they are scrap when the damage gets to the 'tub'.

The frame on an Elise is not a frame but an bonded aluminium uni body, underneath all Elise variants look like this..
But you are quite right about damage, once you damage the alloy chassis its scrap and has to be replaced completely. So I'm fairly sure that sadly the car pictured is heading for the junk yard.
