You guys don't get it? I'm surprised. Here's the answer, and most of you know this mantra from other threads: "follow the money"
Murderers don't cost corporations in lost productivity. Spam does. Especially malicious spam. That lost productivity translates to lost tax revenue.
Who cares that John Doe is dead and no longer contributing his income tax? Not the government. They care when P&G revenues start drooping, because that is more important than 50 John Does.
On a smaller scale, that is also why most municipal police rarely put any effort into solving property crimes - there's no profit in it for the department.
Follow the money.
