The real cheap combo kits on Ebay are truly junk. They are made of cheap wood (the "ebony" parts, even if they say ebony are just crap wood stained black. They are usually glued with the wrong glue which makes repairs impossible and they come with junk strings and fittings. The corners are not blocked, they will go out of tune rapidly etc etc.
On the other hand, it would be stupid to pay any serious money for a small child to initially learn on. Either rent (probably best) until the child grows into a full size one or buy a $150-$400 cheap student model and hope the kid does not break it or tire of it.
Little kids when first learning, will make all kinds of awful sounds with it for quite some time (whether it cost $50 or $50,000), but just in case they might enjoy it and possibly stick with it, I am guessing most folks will at least want to buy or rent something that will stay "somewhat" in tune for more than 5 minutes and won't fall apart after three lessons.
