The resistor is to drop voltage to the lamp that illuminates the switch so as to not be distracting at night. When the hazard switch is off, the current to illuminate the lamp must pass through the resistor allowing it to illuminate but dimly. When the switch is on, current flow to the lamp is fed from a different source that provides full voltage to the lamp in sync with the flashing signals on the car.
