Cop's shift was probably over in a half hour. Either that or there was a 2-for-1 donut special up the road he didn't want to miss.
That was blatant assault with a deadly weapon and the guy should have been arrested on the spot. I'd have raised holy hell with the cops right then and there. I don't think you made your case very strongly or clearly. I'd have DEMANDED that they arrest the guy or at least investigate.
