you get a fixit ticket, you fixit,and then you go over to the police station to show you fixed it

your wife didn't by any chance , like ... forgot about that initial ticket, stuck in teh bottom of her purse, or in the car's glove compartiment, forgot to mention it to you , forgot to go show the cops the insurance paper?

This is what I'm guessing. The initial ticket has charges/deadlines/instructions on it. If you ignore that, you get the "bill" in the mail at a later date.
Check the bottom of the purse...
