Call your lawyer. You have grounds for a mechanic's lien.
I also think you have grounds for a civil suit, as he didn't just not pay you for services, he defrauded you to illegally obtain plans.
Call your lawyer, he can advise you on whether to purse a lien, a lawsuit, criminal charges, or all three.
