Does anyone have any information regarding raffles for on-line businesses?

we are thinking of setting up a holiday raffle, selling tickets for a grand prize (worth about $2,000) and then giving a % of the proceeds to charity.

do we need a license by the state or do we need to be solely a non-profit?
