I would try using a standard UV sensitive photo-resist.
Basically, you would coat your foil with a photo-resist film, and allow it to dry.
Next, place the template over the top of the foil, and expose it to a UV light source. A solvent is then used to wash away the resist that has been exposed to the light. Once the solvent is removed, a light acid mixture can be used to disolve the remaining foil. Lastly, you use another solvent to clean your foil piece.
All in all it is similar to a circuit board construction.
