Could be an aftermarket induction system for a Corvair. In addition to a Carter, some also used a Rochester Quadrajet. Throttle response may be lacking due to the distance from carb to intake valve. Should be fine for steady-state cruising if no other issues.
All here would suggest a PPI to make sure there aren't any hidden issues and surprises.
