My little brother & his wife just had a baby girl last week. I spoke to him an hour or two after she was born, and he was so overjoyed he started crying.
On the other hand, there are babies who are a complete nuissance from the day they are born. They are taken out of the crib (begrudgingly) to be fed and changed, but are given no real attention or affection. They are given the bare minumum, then pushed aside, day after day. Without stimulus and attention, they don't develop mentally or socially like other kids. Again, not abuse, and wouldn't fit the strict guidelines for neglect.
