It's actually a bit of neocon brilliance on his part. He'll sign a check for the photo op, because "deficits don't matter". The spending will further depress the value of the dollar, making the US "more competitive on the world market". If the country collapses, it's because "the Democrats control Congress". All neocon beliefs, all you have to do is look at some other threads floating around here.
Now, if you're like me and don't believe the Neocon stuff, then it's akin to "destroying the village in order to save it".

To the rest, the great thing about Google and LexisNexis is a proven paper trail. Rove is right now on the prowl trying to rewrite history blaming Congress "acting too fast" in giving Bush a blank check to invade Iraq. According to Rove, the WH was totally against this move.
Fortunately, even the White House website tells the real story of Bush pushing Congress in his rush to war.
