Times have changed

My parents learned to speak English because that was the thing to do. They learned to be part of society.
Today it seems that you get a lawyer to teach society to learn your language.
Last I heard was that English is not the official language -- it was the defacto language though. California was trying to push the initiative to make English the legal language. Did it go through?
I have nothing against "legal" immigrants and think it's great they want to go to America. I just have problems when I go shopping and the clerk "doesn't speak English" or "isn't very willing to speak English".
