Nice fighter but nothing a F-22 couldn't and has alreaday accomplish much better. The slow speed stuff = better target. The F-22 doesn't need to partially disable it's flight control systems either.
Is it a concern to 4th generation (teen series) fighters, yes. Not so much to our 5th gen stuff.
