Never mind, I am such a moron. I did not realize the trailing edge of the guide bracket sandwiches between the bottom of the shifter plate and the tunnel opening. I had it loose inside the tunnel and expected the bolts to snug it up tight.
Once I realized this I had the whole thing back together in 5 mins.
