I have personally seen it rain in excess of 24"(think it was like 26, but more than two feet) in a 12 hour period when I lived in Conroe. Stranded on high ground at my father-in-law's place for two days afterward, but his hardwood floors were dry.
It rains harder in Texas, but it is pretty flat so it just gets wet rather than washing away like California. Here in Carmichael a good storm might just take out my cherry tomatoes.
