go to a plastics shop and get a bottle of Novus - it comes in three grades (1,2, and 3) - the higher the number the more abrasive - #2 usually does it, but i have had to use #3 on really bad ones - most effective using a dual action buffer, but can be done by hand

+1 on the Novus products. I've restored some pretty bad Miata windows using the stepped grades. They really do work well. They are even better on dull faded taillight lenses.
