Looking at the pins of the horn relay gives you a mirror-image of the socket's pin orientation (pin location) and could easily lead to a mis-label.
Without #85:
----- power from #30 is directly transmitted to terminal #87a (normally closed)
----- no power at #87 (normally open)
Only way the horns will sound (#85 totally eliminated) is for black/yellow wire to have power (??????). Please verify and keep us posted. Thanks.

Well I'll be

I switched the horn wire to 87 (which I had labeled 87a after carefully checking several times with the multimeter) put the steering wheel back together and the horn worked.
THANK YOU THANK YOU THANK YOU, to all of you who stayed with me on this. I feel so much better. I have a correct socket coming my way from Tony and will wire everything up properly then.
