My '81 ROW Targa was a lightly optioned originally purchased in Germany and imported to the US in about 1985. I don't know the history of the import process (individual or commercial) but whoever did the federalization steps really did a hack job. The electrical wiring in particular.
Oh well, I have to admit I got the SC in '99 at a very reasonable price because of the wiring issues that the PO did not want to deal with and was honest enough to point them out. Mostly corrected now.
I do like the stronger motor.
