Hugh, Good on you for doing the right thing. I imagine it won't be easy having this older person with you. But if there's a Heaven you will probably get a pass for doing this alone! Sort of kidding with that....maybe not.
Also, for what its worth, Id say don't burn too much energy pursuing this sister-in-law that has, as you put it, "strip mined" the woman's security. She'd better just hope there is no such thing as karma man!
On a brighter not, I'd suggest that maybe you can mine this woman for her valuable memories. I've often wondered if I had time and a willing older person what would it be like to be able to EXTENSIVELY ask about their memories. Sure, about the big things, "The War" etc, but more about the small things. The way life used to be in the America (or other country) of their youth. It could be such a window into the past.
