Really depends on the series. In the NASA GTS series, we tolerate NO contact. At the Nationals, if you contact another car, you leave.
You're right about spec series though, it seems to have become the norm and frankly I find it a little out of control. Some contact is inevitable when racing is that close, but I think guys just accept and dish it out as a matter of course any more.
