Regarding the fire truck thing - there was a case here 1-2 years back of a big water truck going to a forest fire, and of course it had to stop at the scales. It was overweight, so they made 'em dump out enough of the load to meet the weight rating...
Probably wasn't a fire truck with the lights flashing, I'm guessing.
