I would try to make the measurements in the hot pit area, rather than back in the paddock. On a hot day, the pavement will tend to preserve the heat in the tires while a cold surface will leach it away quickly. That could account for quite a difference in readings. It may be that you are closer to the operating temps, even on a cooler day, while you are actually on the track.
