Again, worthless. I laugh when I see drummers using the little "micro-torque" wrenches. There are so many variables in shells that "uniform torque" will never equal "uniform tuning" from lug to lug. I used to have to prove this to many of my students year after year when they'd bring in their new "Christmas toys". I'd have them "tune" their drums using the "Majic Mojometer" and then have them tap at each lug to find that their new electronic marvel was simply snake oil.
