The first thought that comes to mind when reading your dog's symptoms is a condition called uveitis which is basically a severe and painful inflammation of the inner and circulatory structure of the eye, to include the iris. Symptoms are intense pain and avoidance of light. Pupils are usually very constricted. Causes can be many. If there is a Vet Opthalmologist in the area that's where I'd go. If these symptoms were a result of topical irritation you would see extreme puffiness of the conjunctiva, i.e. the outer 'white' of the eye and usually a lot of tearing. Neither is life threatening but painful and should be taken care of asap.
