The last time I went to the Rennaisance Center (the pride and revitalization joy of Detroit), I remember the entrance being located right next to the bridge to Canada, parking was hidden/unavailable, signage confusing, and it being quite a hike to get into the building.
It seemed to me that this was the very last thing that should have screwed up....but it was.
One important thing Gulliani did to turn NY around was to get rid of petty crime, starting with the important places like public transit, and go from there.
Detroit can't even revitalize and fill four square blocks of downtown with shops. Why would anyone bother investing there? Waterfront property supposedly has picked up in recent years but unless there is basic infrastructure it won't last long.
