Congress did vote to give Bush authorization with the understanding that he'd try to avoid it (war). A bit like telling your kid "You have permission to drive the car
in emergency" but as soon as you're done saying it they take off with the car. When the kid procedes to wreck the car, defenders say "Well, you did give him permission to use the car."
