Nope, That's like fusing a 20 amp circuit in your house with just the main 200 amp breaker. The big breaker won't protect until way after the damage has been done. The 10 amp fuse doesn't need to be checked. When the blower stops blowing that will be the indication that the fuse blew and saved your wiring and maybe your car. There are nice sealed inline units that take a more modern fuse.
