Where is the fuel filter located?

2003 996 cab
40k miles, tires half worn and properly inflated

Over the past couple of weeks I have notice my mpg is decreasing. Gas mileage has gone from 18 mpg to 15/16 mpg (I have not changed my driving habits.) I have replaced the air filter. I have even changed my gas station to rule out the free things before I start changing out parts.

I want to change out the fuel filter but not sure where on the vehicle it is located. Where on the vehicle is this part located? I have the tools and moderate skills for garage type jobs. Is this a 996 DIY job?

I will most likely change the plugs as well. The owners manual advised they need to be changed at 60k service. Any thoughts on this?

Your responses appreciated in advance.
