you should be able to report it to the police.
Then talk with the insurance company, they might be helpful.
I got screwed last year .. about 10 rocks came flying ... chipped the front windshield.
J cops just said that the driver didn't do it on purpose so you'll be hard pressed, they did get me in touch with company. Too much pain to bother.
pisser was that the truck was speeding and carried a load just a tad too much.
About 6 months later, a taxi ran straight into the driver door, damage bent the frame ... totaled the car. I did get my money's worth
